"The Fells has many rock outcroppings and swimmers who are tired or hit their heads while diving are a long way from emergency medical help," the press release said. "The facility is not staffed and there are no lifeguards on duty. There have been fatalities at this site in the past and more recently at nearby Spot Pond."

The High Fells Reservoir could also be used as an emergency water supply and needs to be kept clean, the release said.

"In an emergency situation, the reservoir could be put into service as a drinking water supply in a very short time," the release said. "Swimmers and dogs in the water pose a real threat to water quality."

Incidents of swimming in the Fells can be reported by calling the water resource authority’s security hotline at (877) 697-6972.
