Twogood, Lannon Have Services Extended

Assistant Town Manager Mark Twogood and Acting Town Manager and Town Clerk, Mary Ellen Lannon, both had their contracts extended.

The announced that they have extended the services of Acting Town Manager under the interim agreement until Dec. 31, 2011 or until they hire a new Town Manager.

Lannon will also continue to serve as Winchester’s Town Clerk during that time.

According to Selectman Thomas Howley, Lannon’s Town Manager stipend will increase from $750 to $900, making her total compensation $133K.

Included in her contract is a tuition reimbursement program if Lannon were to persue her Masters in Town Administration.

Assistant Town Manager, , also appointed Lannon to a one-year term as the Town Clerk.

“The Town Clerk is an annual appointment and there’s a residency requirement,” Howley said. “I’d like to see a longer term for the clerk position. But in doing this, it provides at least a year of continued service, but I expect it to be longer.”

The board unanimously approved her appointment, 4-0, with Selectman Doug Marmon abstaining because he is “uncomfortable with how she got appointed.”

The board also extends the contract of Twogood until June 30, 2013.

Twogood’s salary was increased to $115,000 with a $5,000 management-by-objective bonus.

According to Howley, Twogood’s compensation is fully covered in the town’s FY ’11 budget.

But Marmon was not pleased with some of the wording in the contract.

“I’m a little uncomfortable with the contract and the severance end of it,” Marmon said. “I’m not so upset id vote against it, but the previous Town Manager had it and we got into a little bit of hot water because of it.”

Twogood’s extension was unanimously approved.
