Winchester Transfer Station Fees to Increase

In order to offset costs, the DPW will be raising fees at the Transfer Station.

Winchester residents who use the Transfer Station can expect to see their rates increase.

The proposed increasing the primary sticker fee $15, increasing the one day permit from $25 to $50 for home/garage cleanouts, $20 fee increase for mattresses and box springs, a new rate of $20 for couches, loveseats and upholstered chairs and a minimum $10 fee for a bundled rug.

“We’re going after big items,” said Acting DPW Director, Jay Gill said. “Mattresses come in with trucks and people clean out their basements are big expenses, so we’re trying to offset those costs with an increase in costs.”

According to Selectman Roger Berman, the last time the fees went up, it was four years ago.

“I think we need to look at more fee-for-service,” Berman said.

The board voted in favor of increasing the fees, 4-1, with Selectman Jim Johnson voting in the negative.

In order to try and limit Winchester’s waste tonnage that’s transferred to North Andover, which would lower Winchester's cost, the town has been looking at increasing recycling. Winchester formed an Advisory Recycling Committee.

According to Acting Town Manager, Mary Ellen Lannon, the committee is evaluating various collection methods, including the current method, curbside pickup and pay-as-you-throw.

The committee expects to provide a preliminary analysis to the board in the early part of January, Lannon said.
