The man refused to give police the name of his friend and would not go to the police station, saying that he had done nothing wrong.

MacDonnell said that whoever was in the car was probably doing something they weren’t supposed to be doing. But since the man wasn’t committing an illegal act, the police could not force him to come to the station.

Lt. MacDonnell wanted to make residents in the Medford-Winchester area aware of the situation and the suspicious vehicle.
