State Representative Jason Lewis has introduced legislation designed to improve state government performance by identifying opportunities for improved service and greater efficiency across state agencies and departments. He is joined in this effort by Representative David Vieira, a Republican from Falmouth.

“Government has a duty to make the best possible use of our scarce resources,” said Rep. Lewis. “This bipartisan legislation will help generate ideas and best practices for improving the efficiency and effectiveness of our state government.”

An Act Establishing a Special Commission to Identify Opportunities to Improve the Efficiency and Effectiveness of State Agencies, Programs and Services establishes a special commission that would identify opportunities to improve the efficiency, effectiveness and quality of programs and services across state government.  The legislation is modeled after a similar effort in Connecticut that resulted in more than $400 million in savings opportunities being identified through elimination of duplication, greater use of technology and online delivery of services, and other innovations.

A similar bill filed by Rep. Lewis in the prior legislative session was accepted as an amendment by the House of Representatives in the FY2013 budget, but unfortunately was not included in the final budget signed by Governor Patrick.
