Rain combined with melting snow from the storm at the end of last week could cause minor flooding in streams Tuesday afternoon and evening, the National Weather Service said.
After the winter we've had so far, the warmer weather to start the week has been a welcome respite, but could cause flooding problems when rain passes through the area on Tuesday. The National Weather Service (NWS) has issued a flood watch for Winchester and much of Eastern and Central Massachusetts, in effect from Tuesday afternoon until Wednesday morning. Up to an inch of rainfall is expected on Tuesday, which combined with melting snow from the storm at the end of last week could cause some small streams to experience minor flooding, the NWS said. A tour of the town's storm water system and a discussion with the Mystic River Watershed Association about protecting our watershed.
On Wednesday evening at the Winchester Public Library, Sustainable Winchester hosted "Above & Below: Our Watershed, Our Storm Water." Winchester Town Engineer Beth Rudolph and Beth MacBlane of Mystic River Watershed Association spoke about the efforts being taken to protect our watershed. Mystic River Watershed Association (MyRWA) Outreach coordinator, Beth MacBlane provided a broad overview of the Mystic River Watershed. “The Mystic River Watershed spans 22 communities and 76 square miles,” MacBlane said. “We monitor spots in the river for sewage, chemical and other industry related waste once a month. According to police, Alexander Gala, 17, of Wildwood St. in Winchester, was arrested and charged with armed robbery and assault and battery by means of a dangerous weapon (metal bug spray can) causing serious bodily injury on Wednesday. Winchester residents expressed concern regarding the town’s flood plan, saying that it doesn’t do enough to protect them from flooding. Residents upstream of the Aberjona River, in the Brookside Avenue area, are concerned that they will still face flooding until this project is completed, which may take up to 20 years.
Joe Lucherini is uninsurable. He estimates that his home has had over $20,000 in flood damage over the last six years from the Aberjona River, while the value of his house continues to decrease. Lucherini doesn’t expect his problem to go away anytime soon. According to the Brookside resident, while the town continues to work on its flood mitigation program, it could take Winchester almost 20 years to finish the project. The Brookside area, which is located upstream, is last on the town’s list of areas to fix. “Twenty years down the road is too late,” Lucherini said. “We need to address this immediately. The river-widening, which was expected to be completed by November, now may not be done until February.
For the last two months construction crews and heavy machinery have been working on widening the Aberjona River, along Mystic Valley Parkway. The project will widen the river by 15 feet, which would limit the amount of flooding from the Aberjona. Construction needs to take place during the river’s low-flow period, which is between July and October. However, because of delays in permitting the project didn’t start on time and the completion date has now been pushed back. “We’re running a little behind,” Assistant Town Manager Mark Twogood said. The National Weather Service has issued a flood warning until at least 6:15 p.m. this evening.
The National Weather Service has issued a flood warning for Winchester and much of New England due to heavy rains in the area. The flood warning is in effect until 6:15 p.m. tonight. According to the NWS, the Aberjona River is approaching flood stage. At 8:15 a.m. on Sunday morning, the river was observed at 12.05 feet. The river hits its flood stage when water levels reach 13 feet. Hurricane Irene is bringing more than two inches of rain per hour to the area, the NWS reported. According to the NWS, the biggest dangers from flooding is for people in low-lying areas and in automobiles. Parts of Cross Street needed to be closed early Wednesday morning because of flooding.
With all the rain it was bound to happen. The Aberjona River spilled over and flooded parts of Cross Street early Wednesday morning. The Department of Public Works had to close the area by the railroad bridge from 2:30 to 4:30 a.m. According to Fire Chief John Nash, there was no report of property damage. “These thunderstorms, those quick, heavy rains often lead to localized flooding,” Nash said. The river-widening project should begin in the next few weeks.
Winchester is still waiting for the final permits to be approved in order for the Aberjona River-widening project to begin. The contractor has been assigned and trees have been flagged that will be removed, but according to Assistant Town Manager, Mark Twogood, construction can’t begin until the town receives all the necessary permits. According to Town Engineer, Beth Rudolph, there’s no timetable as to when those permits will be approved. “The town has spent close to a million dollars for permitting,” Twogood said. “It’s been a very long process.
